Mr. Keltner joined Global Aerospace as a Director of General Aviation Programs in May 2009. With over 35 years of active flying experience, including 21 years as a Naval Aviator, Richard is an Airline Transport Pilot; a commercial helicopter pilot, a commercial glider pilot and an aircraft owner.

He is the co-founder of the Pacific Northwest Business Aviation Association and served as the President of that organization for three years. He now co-chairs the PNBAA Safety Program Development Committee. His current efforts are focused on the promotion of the Aviation Operations Risk Management concepts and Flight Crew Human Factors concepts that reduce the severity and frequency of business aviation accidents.

Richard has an undergraduate degree in psychology, a Masters degree in Public Administration and in 1997 was granted the prestigious Chartered Property and Casualty Underwriter (CPCU) designation.
